2024-2025 Graduation Ceremony – Energy Regulation BADGE

On June 17, 2026, Mines Paris – PSL hosted the graduation ceremony for the Class of 2024-2025 of the BADGE in Energy Regulation program. This event marked the end of a demanding program for professionals working in electricity sector regulation, particularly in Africa.

A Training Program Addressing Energy Challenges

The Energy Regulation BADGE is a continuing education program designed to meet the needs of executives responsible for regulation in the electricity sector. Led by Mines Paris – PSL, it takes a multidisciplinary approach—combining economics, law, and strategy—to train experts capable of supporting reforms in the sector.

Aimed at both working professionals and recent graduates, this program enables participants to acquire key skills for analyzing markets, designing regulatory frameworks, and managing investment projects. Its curriculum, structured into four sessions spread over twelve months, is designed to accommodate the schedules of working professionals.

A ceremony to celebrate the graduates’ commitment

The ceremony took place on the School’s Paris campus, attended by the graduates, their loved ones, and the program’s partners. Dominika Gond, Director of Specialized Programs, opened the event with a speech highlighting the often-overlooked role of regulators: not to generate electricity, but to build trust—between investors, governments, and citizens—without which no market can develop or open up. She praised the graduates’ commitment, the diversity of their backgrounds, and the African dimension of a program that, over the past ten years, has evolved into a true network of French-speaking regulators.

The faculty then took the floor—Professor François Lévêque, Dr. Flavien Tchapga, and Yann-Ange Kouassi-Vanié of Deloitte—to highlight the quality of the work produced by the participants and the tangible impact of the program on their professional practices. Each thesis, focused on a real-world regulatory case in the graduate’s home country, illustrates this constant interplay between knowledge and action.

The highly anticipated moment—the graduation ceremony—was marked by remarks from the valedictorian, who shared the challenges and lessons learned throughout the program. The ceremony concluded with a cocktail reception in the Vendôme space, offering graduates, speakers, and guests an opportunity for friendly conversation.

A Class Dedicated to the Energy Transition

The graduates of this class, drawn from diverse backgrounds (ministries, regulatory authorities, private operators, consulting firms), leave with a deeper understanding of the challenges facing energy regulation. Thanks to this program, they now have the tools needed to actively contribute to the modernization of electricity markets, in Africa and elsewhere.
