Biography

Clément Marquet’s research focuses on the materiality of the digital technical system. Drawing on the methods and theories of social studies of science and technology, he is interested in the political, social, and environmental tensions caused by the deployment of digital infrastructures (data centers, submarine cables). Clément Marquet is coordinator, with Sophie Quinton (INRIA), of the working group ‘Environmental Policies of Digital Technology’ within the CNRS Research Group 2091 ‘Internet, AI and Society,’ a member of the editorial board of the journal RESET, and co-leader, with Liliana Doganova, of the Public Affairs and Innovation option at the École des Mines de Paris.

  • 2026-2030 DC_RISK_CITY : Data centers, risques multifactoriels et résilience urbaine Co-Investigator Funded by the PEPR Smart City and Sustainable Building (VDBI), DC_RISK_CITY has the overarching goal of analyzing the socio-ecological functioning and multifaceted risks associated with the establishment of data centers (DC) from the perspective of resilient and resource-efficient cities. It examines the metabolic footprint of DCs, the factors driving their industrial and financialized production and exploitation, and the geopolitics of their multilevel governance. The project aims to develop a methodological approach through an interdisciplinary framework (SI/SVE/SHS) and the integration of science and society (professionals, elected officials, and citizens), including a cycle of foresight workshops.

Specialized Courses Recommended by the Track - Dynamics of Science and Technology, - Sociology of Markets The choice of specialized courses will be decided through joint discussion between students and the faculty, based on internship topics and students’ interests. Students are advised to take technical specialized courses that will be useful for their elective projects. Students are encouraged to attend seminars at partner institutions that are relevant to their final projects. Elective Course Schedule 2A Study Trip: Its objective is to analyze the links between the technical and political issues raised by innovation, based on meetings and field visits. Examples of possible themes: - Management of emerging risks at the national and European levels (France, UK, Brussels). Field sites: national and European health agencies, national and European government agencies, companies in the chemical sector; - Mining in overseas territories (New Caledonia). Field sites: mining companies, local communities, public authorities October of the 3A program: the course includes: - the acquisition of qualitative and quantitative methodological tools; - workshops based on readings and practical exercises. Theoretical issues are discussed with the aim of contributing to the elective project. Students in the specialization learn to analyze the political dimensions of technical and economic activities, such as risk quantification, market valuation of goods and services, and industrial standardization; - presentations by academic partners of the specialization (on campus or during field visits); - visits to companies and public organizations. Some representative specialization topics: - User testing, engaging electric vehicle users, and negotiating with local governments.
